Goody Clancy, the lead planning firm working with Arlington County on the Realize Rosslyn planning effort, has been selected by the American Planning Association (APA) to receive their 2013 National Planning Excellence Award for a Planning Firm. Each year the APA honors one firm with this award for its outstanding body of work and success in positively influencing the field of planning.

The APA National Awards Jury selected Goody Clancy for its work, which spans over more than five decades. They help communities manage growth while addressing social equity, economic opportunity, and environmental responsibility. According to Ann C. Bagley, FAICP, chair of the jury, “Goody Clancy planners are skilled at building consensus and making sure that all citizens have a voice in creating their communities. Their plans speak to a broad, non-technical audience, build ownership and lead to successful implementation. The firm is a national leader in the planning field.”

The APA has previously recognized Goody Clancy’s work with two other Planning Excellence Awards, including the 2010 implementation of the University District Revitalization Plan in Columbus, and, a “hard-won victory” in creating the New Orleans Plan in 2011.

David Dixon, Larissa Brown, and David Spillane from Goody Clancy were on hand to accept their award at a luncheon at the APA National Conference in Chicago on April 16th.

During the week of March 11, 2013, the County hosted a series of community events related to Realize Rosslyn, the effort to update the Rosslyn Sector Plan. Focusing on defining the 20-year vision for Rosslyn and identifying ways to make Rosslyn a world-class place, the highlights of the week included two community workshops held at the Artisphere Ballroom on the evenings of March 13 and 14, with nearly 100 persons in attendance at each. To try and capture other perspectives, three smaller events were also held to support the workshops.

Building off of the successful December Kick-Off that focused on overall strengths, weaknesses and opportunities for Rosslyn, the March workshops reflected an important check-in point with the community to ensure the planning efforts thus far are on track with common preferences. Wednesday night’s session focused on draft vision principles for Rosslyn that can help define the 20-year vision for the area, and priority framework elements that will be important for the plan to achieve the vision principles. Thursday night’s session addressed the question: How would you apply public realm building blocks to Rosslyn places. Or in other words, what is your vision or aspiration for specific places in Rosslyn, and what are your preferences for how they should be used in the future?

The project team is in the process of synthesizing the input from all of the March workshop events, and distilling it in a way that would allow it to serve as the foundation of the team’s work over the coming weeks and months. Just some preliminary framework elements that seem to be emerging from community input from the March workshops include:

The concept of a “green circle” as part of Rosslyn’s walkable street network;

A desire for active programming in a series of public open spaces throughout Rosslyn;

Better and safer connections to the Mt. Vernon Trail and points east;

Strong interest in two-waying both Ft. Myer and Lynn (but with some concerns about traffic);

Interest in 18th Street corridor extension, with focus on improving links from Metro Station to Oak, Key and neighborhood streets to west,

Focus retail on the level north-south streets, and strong interest in Ft. Myer as retail street with the removal of the tunnel under Lynn Street;

Designate more specific view corridors to preserve from the planned Central Place public observation deck.

Taller buildings need more sensitive transitions of form and material to neighborhood context buildings (Turnberry Tower as negative example).

Retail offerings need to be diversified and clustered better, along with interest in higher proportion of housing and household income diversity.

The Realize Rosslyn effort to update the Rosslyn Sector Plan will continue for the better part of this year, with a targeted completion date of Fall 2013. Stay tuned for the latest project updates and for information on how to get or stay involved at the project web site: www.arlingtonva.us/rosslyn.
